Chief Executive Officer - William S. Glover
Under the leadership of Mr. Glover, TCRG has demonstrated a commitment to recruit the highest caliber of staff in every aspect of corporate leadership, administration, and service delivery. Having served in the United States Marine Corps for 20 years, Mr. Glover embarked upon a lifelong career of service to fellow Service Members and Veterans. He has 23 years of experience working for the Department of Veterans Affairs. During his tenure he held positions of increasing levels of responsibility while being employed with the San Diego Regional Office as Acting Vocational Rehabilitation and Counseling Officer, Counseling Psychologist for the Disabled Transition Assistance Program, and Manager of VA contractors. During his VA service, Mr. Glover was instrumental in completely redesigning the Vocational Rehabilitation Program to improve efficiencies and outcomes. Currently, his focus is on providing guidance to TCRG and promoting understanding of the laws and regulations applicable to benefits for Veterans and service-disabled Veterans. Mr. Glover is a retired 100% service-connected disabled Veteran. His invaluable experience serves to guide TCRG as a corporation from the Executive Board to direct communication with all TCRG staff and contractors.
Chief Operating Officer - John Houck
As TCRG’s Chief Operating Officer, Mr. Houck is responsible to overseeing the company’s operational performance and contract compliance. He has served in this capacity since the company’s inception and works closely with the CEO and Board of Directors to establish and fulfill the company’s identified operational short and long-term goals. Prior to co-founding TCRG, Houck was the Chief Executive Officer (2012-2016) and Chief Operating Officer (2011-2012) of Veterans Transition Services (VTS), a San Diego based company that specialized in vocational rehabilitation and counseling services for Veterans and Active Duty Military Personnel. Originally from Southern Ohio, Houck now lives in Franklin, Tennessee. He earned his bachelor’s degree in Counseling & Rehabilitation from Marshall University and a master’s degree in Rehabilitation Services from Ohio State University.
Director of Training & Staff Development -
Angela M. O'Shea
Angela M. O’Shea serves as the Corporate Secretary, Director of Training & Staff Development for TCRG, and Eastern Area Manager for VA contracts in the North and Southeast Regions. She has worked in the field of vocational rehabilitation for 39 years as a Certified Rehabilitation Counselor, Certified Disability Management Specialist, and Certified Case Manager. Her experience includes 28 years of business ownership and operations in the southeast states, focused on provision of vocational and medical case management service delivery in Federal government contracting, insurance systems case management (Worker’s Compensation, Long Term Disability, and Liability), and legal consulting.
Areas of expertise include staff development and training, quality assurance and supervision, contract compliance and management, staff recruitment and human resource management, business operations, Federal contract proposal development, and subject matter expertise in vocational rehabilitation. She received her Bachelor of Arts in Psychology and Sociology from the University of Georgia. She obtained a Master of Arts in Rehabilitation Counseling with a specialization in vocational assessment from the University of Georgia.
Chief Communications Officer - Karen Gardner
As the Chief Communications Officer, Karen Gardner provides governance, leadership and direction for corporate messaging upholding TCRG’s values, vision, mission, and culture, as well as strategic planning and public interface. She also serves as the Western Area Manager ensuring that high volume Chapter 31 and 36 services in the Western Region are expertly managed and staffed through recruiting, mentoring, coordinating and scheduling. Utilizing strengths in management, organization and communication, Ms. Gardner works closely with TCRG leadership and Referral Managers, to develop service-delivery protocols, forms, policies and procedures to ensure contract compliance, competent staff, and highly satisfied customers. For over 25 years, Ms. Gardner has successfully owned and operated Focus Employment Services, an Arizona-based agency offering a full continuum of vocational rehabilitation services through state and federal contracts. Ms. Gardner is a Certified Rehabilitation Counselor who obtained her Master of Arts in Rehabilitation Counseling from the University of Arizona with a specialization in Psychiatric Rehabilitation.
Board of Directors Member - Tresea Ellis
Tresea Ellis is a Certified Vocational Rehabilitation Counselor and serves as a key member on TCRG’s Board of Directors. She graduated Magna Cum Laude from Central Michigan University with a Bachelor of Science degree in Psychology. She attained a Master of Arts degree from Wayne State University in Detroit Michigan, from the Vocational Rehabilitation Counseling and Community Inclusion program, completing her practicum and internship with the Department of Veteran’s Affairs, at John D. Dingle Medical Center in Detroit Michigan, working in the Compensated Work Therapy (CWT) department. Prior to joining The Consolidated Rehabilitation Group (TCRG), she worked for the Florida State Department of Education, Vocational Rehabilitation Division in Boca Raton Florida, where she was awarded Case of the Year in 2020, for the high level of quality services she provided. Tresea is a service-connected disabled Army Veteran who worked in Transportation Logistics as a Transportation Management Coordinator for 7 years. Tresea joined TCRG in 2020, as a Certified Vocational Rehabilitation Counselor, providing Personalized Career Planning and Guidance (PCPG) counseling services, to entitled Active Duty Servicemembers and Veterans, and eligible dependents, under the VA’s Chapter 36 program. She currently serves as a TCRG’s Oversight Counselor for the Continental and Southeast Districts and is responsible for mentoring staff and ensuring that the highest quality of service is maintained. As a former VA Chapter 31, VR&E program participant, she is dedicated to TCRG’s commitment to “honor and serve those who serve.”
